25 Fire Engines for One “Small” Building | What Industrial Fires Really Cost
Three fires. Three “small” industrial buildings. Somewhere north of forty fire appliances between them, mutual aid drawn from at least seven fire and rescue services, and a combined operation that ran, in one case, for ten days. None of them made much of a dent in the national news. All of them should give safety practitioners pause.
I want to be straight about the framing here. This has been the summer of the wildfire — England and Wales passed their all-time record for wildfire incidents before we were even out of August, and the fire and rescue service has been stretched thinner than at any point in living memory. That story deserves the attention it’s getting. But while the moors were burning, a quieter pattern was playing out on industrial estates: relatively small sites, holding combustible waste and materials, demanding an outsized share of the same finite crews.
What Actually Happened This Spring and Summer?
Three incidents make the point plainly. Each involved a building that was, by industrial standards, nothing special in scale — and a response that was.
Sutton Bonington, Nottinghamshire — 15 April 2026
A fire at the Hathernware Industrial Estate involving wooden pallets, lorry trailers, industrial units, gas cylinders and tyres drew around 13 fire appliances from three fire and rescue services — Nottinghamshire, Derbyshire and Leicestershire. The smoke plume forced the closure of part of the nearby rail line, and firefighting operations ran until 25 April: a ten-day tail on a single incident. It was the second fire in the area within a few years, and the local MP relayed residents’ concerns about air quality, contamination and whether their health was being properly protected.
Bradford, West Yorkshire — 29 April 2026
Two weeks later, a rubber-handling factory in the BD4 area caught fire. The building was unremarkable; the response wasn’t — 15 crews from across West Yorkshire, plus aerial support, with the smoke visible as far away as Brighouse. A neighbouring chemical plant temporarily halted its own operations so that crews could use its land to fight the fire from a safe footing. That detail matters: one site’s emergency became another site’s production stoppage.
Widnes, Cheshire — June 2026
A recycling facility fire involving hundreds of tonnes of baled cardboard — roughly 700 tonnes, inside a single building around 50 metres square — was declared a major incident. At its peak the response reached around 20 fire engines, with mutual aid from Lancashire, Merseyside, North Wales and Greater Manchester, alongside specialist high-volume pumps and a high-reach turret. It was the second waste fire at a Widnes site inside a month.
Why Do “Small” Industrial Fires Cost So Much?
Because the building footprint tells you almost nothing about the hazard inside it. A modest steel-framed unit packed with combustible waste, rubber, timber, plastics or baled cardboard behaves nothing like an empty warehouse. Once those materials ignite, three things drive the cost up fast:
- Fuel load. Hundreds of tonnes of baled or stacked combustible material burns long and hot, and is difficult to break apart and fully extinguish — which is why these incidents run for days, not hours.
- Resource demand. Deep-seated fires in dense material need high-volume water, aerial appliances and relief crews, pulling appliances and mutual aid away from other calls across whole regions.
- Environmental and community harm. Smoke plumes, contaminated firewater run-off and air-quality fears don’t stop at the site boundary — and the clean-up questions outlast the crews by weeks.
Set against the wider picture, these aren’t freak events. According to fire statistics for England, industrial premises were the setting for 19,766 primary fires over the period 2014/15 to 2023/24, resulting in 1,071 casualties and 23 fatalities. Behind those headline totals sits a steady drumbeat of smaller incidents whose cumulative cost — in firefighting resource, business disruption and environmental harm — rarely reaches the national news.
Where Does the Duty of Care Actually Sit?
This is where I want to be clear, because it’s easy to treat these fires as bad luck or as somebody else’s problem. They’re neither. In most of these settings, the law already places clear, active duties on the people running the site:
- The Regulatory Reform (Fire Safety) Order 2005 requires a suitable and sufficient fire risk assessment, and puts the “responsible person” on the hook for keeping it current and acting on it.
- The Dangerous Substances and Explosive Atmospheres Regulations (DSEAR) bite wherever flammable or combustible materials are stored or handled — which is precisely the profile of a waste, rubber or timber site.
- For permitted waste sites, the Environment Agency expects a Fire Prevention Plan — covering stack sizes, separation distances and firewater containment — as a condition of operating, not as an optional extra.
None of that is exotic. It’s the baseline. The gap, more often than not, isn’t the absence of a rule — it’s the absence of competent people applying it: doing the assessment properly, managing stack sizes and housekeeping, and treating fire prevention as a live operational discipline rather than a folder in a drawer.
What Should Practitioners Take from This?
If you have any responsibility for a site holding combustible materials — waste, recycling, timber, rubber, plastics — this spring and summer is a prompt to check five things before the next hot, dry spell:
- Revisit the fire risk assessment. Is it genuinely current, and does it reflect what’s actually stored on site today — quantities, materials and layout — rather than what was there when it was written?
- Get a grip on the fuel load. Stack sizes, separation distances and housekeeping are the single biggest lever you control. Overfilled bays and creeping stockpiles are how a small ignition becomes a ten-day incident.
- Check your DSEAR position. If flammable or combustible substances are in play, the assessment and control measures need to exist and be understood by the people on the floor.
- Confirm your Fire Prevention Plan is real. For permitted waste sites, make sure it’s implemented in practice — including firewater containment — not just filed with the permit.
- Invest in competence. Rules only work when people understand and apply them. That means fire safety and risk-assessment training for the people who actually run the site, day to day.
The wildfires will, rightly, dominate the headlines this year. But the industrial fires sitting quietly alongside them are the ones most within our power to prevent. The footprint may be small. The duty of care isn’t.

Several overlap. The Regulatory Reform (Fire Safety) Order 2005 requires a fire risk assessment and names a responsible person; DSEAR applies where flammable or combustible substances are stored or handled; and permitted waste sites are expected to have an Environment Agency Fire Prevention Plan. Health and safety at work duties under the Health and Safety at Work etc. Act 1974 sit underneath all of it.
Is There a Link Between the 2026 Wildfires and These Industrial Fires?
Not a direct causal one — the industrial fires were driven by on-site materials and conditions, not by the heatwave. The link is about shared consequence: both types of incident draw on the same finite fire and rescue resource. A record wildfire season and a run of resource-heavy industrial fires stretch the same crews at the same time.
