Construction Design Management 2017 regulations changes

Experience in the UK construction industry since the CDM 2007 regulations, triggered the HSE to review and make changes to the CDM regulations. There was a need to reduce bureaucracy and create a simpler and more streamlined structure maintaining the core principles of CDM 2007 but aimed more at the SME market where more accidents occur.

Main changes from CDM regulations 2007 to CDM regulations 2015:

  • Strengthening of Client duties and introduction of Domestic Clients
  • Removal of CDM Coordinator role
  • Introduction of Principal Designer role
  • Principal Designer and Principal Contractor required on all projects where there will be more than one contractor working on the project
  • Replacement of explicit requirement for dutyholder competence with need for appropriate skills, knowledge and experience
  • Replacement of the Approved Code of Practice with Legal (L) Series Guidance and Duty Holder specific guidance prepared by the industry
  • Change to notification level
